We are working to secure formal legal protections for full-time RVers. By partnering with the Ministry of Housing, we aim to ensure that long-term RV residents are recognized as legitimate tenants under BC law, providing the same stability and rights as any traditional renter.

We have finalized the blueprints for high-quality, permanent RV neighbourhoods. Our model focuses on rapid development of RV pads and community buildings —including year-round utilities and community amenities—that can move from ground-breaking to move-in ready in under 12 months.

The Essential Workforce

Our communities cannot function without the people who keep them running. On Salt Spring Island, nearly 30% of residents are in housing need. We provide a stable home base for the ferry workers and healthcare staff who are being priced out. We are securing the economic backbone of our province.

Seniors and Fixed-Income Residents

Many long-term residents find themselves asset rich but cash poor or stuck in a rental market that has outpaced their pensions. RV living offers a practical and low-maintenance way for seniors to age in place within the communities they love. By providing managed parks with full utilities and Z240 safety certifications, we offer the security needed to prevent the isolation and displacement that accompanies the housing crisis.

The Next Generation of Family 

Young families are the future of British Columbia, yet many are forced into precarious and under the radar living conditions. Our pilot project offers a legal and stable alternative to the traditional mortgage trap. These are modern and energy-efficient homes located in communities with trails and laundry facilities. We give the next generation a chance to build a life and contribute to their community without the weight of prohibitive debt.

Our Long-term RV Alliance Strategy

We’re bridging the gap between residents and the law. Our focus is on securing formal tenancy rights for RVers, ensuring that a "house on wheels" has the same legal protections and security as any other home in BC.

02 | Designing for the Long Term

This isn't about camping; it’s about community. We support the development of sites with permanent infrastructure—think winterized utilities, laundry, and shared spaces—designed for year-round living.

03 | Changing the Conversation

We’re here to dismantle the old "trailer park" stigma. By sharing data and real stories, we show that professionally managed RV neighborhoods are quiet, safe, and a massive asset to local property values.

04 | Challenging Old Assumptions

Rural housing shouldn't be forced to follow urban rules. We advocate for new planning models that respect the unique density and environmental constraints of our islands and small towns.

05 | Protecting the Landscape

We believe in a smaller footprint. Our model uses energy-efficient designs and low-impact site plans that house people comfortably while preserving the natural beauty of British Columbia.

06 | Delivering Results Now

We don't have five years to wait for traditional construction. We provide a shovel-ready strategy that can house over 30% of those in need within 12 months, meeting the crisis head-on today.

THE SSI RV PROJECT

The Solution:

A Provincial Demonstration Project

Our first purpose-built, permanent RV community is getting ready to launch on Saltspring Island. This 23-acre project serves as the blueprint for rapid, scalable housing across British Columbia.

Here's what we propose:

  • We have secured a 23-acre property to provide safe, long-term housing for over 100 residents, specifically targeting those in immediate housing need.

  • By operating as a non-profit model, all rental rates are set below the prevailing local market rents, ensuring the workforce and seniors aren't priced out.​

  • Unlike traditional builds that take 3–5 years, our "Shovel-Ready" model allows for full site infrastructure and occupancy within a single year.

  • The site features energy-efficient designs, professional utility management, and shared amenities like laundry, meeting spaces, and public trails

     

  • This isn't a campground. All residents are recognized as tenants under BC Housing Ministry legislation, providing the legal security and dignity of a permanent home.

  • To ensure the long-term success of the Salt Spring Island RV Project, the park will be professionally managed under a non-profit governance model. This includes dedicated on-site oversight to maintain high aesthetic and safety standards, manage shared community amenities, and ensure a quiet, respectful neighborhood environment. By prioritizing community well-being over profit, we protect both the quality of life for our residents and the long-term value of the surrounding local community.

The RV Alliance is an association comprised of individuals who are full-time RVers or supporters of the RV lifestyle. This group is committed to collecting and analyzing relevant information, data, and identifying needs and gaps within the RV industry. By clarifying RV standards and requirements for full-time living, the Alliance aims to highlight the positive economic, environmental, and societal contributions that RV living can offer.

 

The membership reflects a broad cross-section of the population, including seniors, families, and people from varying income levels, all united by their interest in supporting RV living as secure, viable housing choice.

Rob Fenton is a BC Lawyer specializing in housing and development. His experience includes Coal Harbour Marina and multi-storey affordable housing developments in Vancouver.

He is currently legal counsel for the Aboriginal Friendship Centre's housing projects.

Mamie Hutt-Temoana

Mamie is an Urban and Rural Planner and was the Chief Operating Officer of several Nonprofits. Leading the development of the Kitsilano Neighbourhood House low-income seniors building, three Neighbourhood Houses and the Vitality Business Centre, she has overseen portfolios in excess of $20 million in program funding.
